Step 1: Capacity request (inputs we need)

- inference modality + latency regions,
- traffic shape (ingress/egress),
- tenancy needs (dedicated vs shared),
- security/compliance targets,
- operations expectations (maintenance windows, comms cadence).
Step 2: Feasibility + constraints
Section titled “Step 2: Feasibility + constraints”We identify the schedule and cost drivers early:
- utility interconnect timeline and base-load stability,
- carrier/fiber reality and latency paths,
- permitting critical path,
- thermal and water constraints,
- staffing and on-call posture.
Step 3: Milestones (what we promise)

- commissioning gates for power/thermal/network,
- telemetry + runbook readiness,
- access workflows and tenant boundaries tested,
- go-live criteria and rollback posture.

- contract term + ramp profile,
- expansion options tied to validated phases,
- incident comms channel and reporting cadence,
- change control and maintenance window rules.
